2002 Greenbelt Improvement Plans

In 1993, the Kipling Villas Homeowners’ Association (KVHA), with the assistance of the Foothills Park and Recreation District, developed a “Master Plan” for the improvement of the greenway along West Parkhill Ave., South Holland Way, and South Iris Street. This plan provided a cohesive, long-term, and phased development plan to improve the appearance of the greenway by:

planting additional trees and ornamental beds,
improving the quality of the turf,
repairing or replacing the pathways,
adding amenities and site furnishings (such as benches and trash receptacles), and
providing plans for ongoing operations and maintenance.

However, this plan has been funded primarily through our limited budget and through the Foothills Matching Funds program.  While we have made noticeable progress in improving the quality of our greenbelts through the years, this progress has been slow (especially with regard to the paths and turf).  But on May 7th, 2002 the residents of the Kipling Villas voted to create a special tax district for Kipling Villas neighborhood with the proceeds from this tax ($1,360,000) to be used solely for the improvements of the greenbelts.

Below are links to some of these plans.
